CLD planning 2021-24

Community Learning and Development (CLD) practitioners have made hugely valuable contributions to supporting learners and communities across Scotland during the COVID-19 pandemic. CLD also has an important role to play in helping communities to rebuild from the pandemic and respond to new challenges ahead. It is therefore more important than ever that local authorities and their partners set out clear and coherent priorities for the delivery of CLD in their area.

The Requirements for Community Learning and Development (Scotland) Regulations 2013 place duties on local authorities to work with partners and communities to co-produce and secure the delivery of CLD in their area and publish a 3-yearly CLD Plan.

The  Community Learning and Development Planning 2021 – 2024 page provides links to the current CLD plans for every local authority area in Scotland, covering the period September 2021 to 2024. 

The Scottish Government produced guidance which set out their expectations of local authorities and their partners when meeting statutory duties in CLD planning for the period 2021-24.  There is an expectation that CLD plans 2021-24 will continue to be informed by this guidance.

The Scottish Government and Education Scotland also produced a summary of their responses to Frequently Asked Questions (FAQ) on CLD planning, 2021-24. They do not constitute legal advice but should be considered alongside the statutory requirements for CLD planning.
