Supporting community learning and development

​​Education Scotland delivers a number of functions in support of community learning and development (CLD) policy and improvement. CLD supports primarily disadvantaged or vulnerable groups and individuals of all ages to engage in learning, with a focus on bringing about change in their lives and communities. 

CLD activity has a strong focus on early intervention, prevention and tackling inequalities. It plays a significant role in raising attainment for all and supporting community empowerment, among other key agendas. 

Education Scotland has policy lead responsibility for CLD, youth work, adult learning, English for speakers of other languages, and adult literacies. It provides advice to Scottish Government Ministers and works with stakeholders to develop and implement policy for CLD. In addition, it supports the sector to build capacity to embed policy in practice through activities such as producing guidance, training opportunities and grant funding.
