Policies for Early Learning and Childcare (ELC) practitioners

Early Learning and Childcare (ELC) is the generic term for the full range of early learning and childcare provision. This includes family and children’s centres, nursery schools and classes, childminders, private nurseries and playgroups.

ELC practitioners include teachers registered with the General Teaching Council of Scotland (GTCS), practitioners registered with the Scottish Social Services Council (SSSC), and childminders who are required to be registered with the Care Inspectorate.

Professional learning supports improvement and is key to the effectiveness and development of all those who work in ELC. At Education Scotland, we work closely with sector, Regional Improvement Collaboratives, local authorities and other key stakeholder organisations to develop and provide a range of learning approaches and opportunities aimed at improving individual practice and supporting professional development. This work is underpinned by the national model for professional learning.

Most ELC practitioners who are not registered with the (GTCS) are required to register with the Scottish Social Services Council (SSSC). The SSSC website provides detail of continuous professional learning requirements for SSSC registered staff.

In order to provide the highest quality provision for children and their families, it is good practice for childminders to seek to undertake professional learning prior to offering a service, and throughout their careers.
