Community Learning and Development (CLD) supports primarily disadvantaged or vulnerable groups and individuals of all ages to engage in learning, with a focus on bringing about change in their lives and communities. CLD activity has a strong focus on early intervention, prevention and tackling inequalities. It plays a significant role in raising attainment for all and supporting community empowerment, among other key agendas.

Regional improvement teams

Education Scotland delivers a number of functions in relation to community learning and development (CLD) such as providing professional advice and support to the sector to build capacity and embed policy in practice through guidance professional learning and leading improvement. This support is delivered through six regional improvement teams across Scotland bringing national expertise to regional and local contexts. Education Scotland CLD officers also work alongside Regional Improvement Collaboratives to support families and communities work.

Scottish Government policy

As of August 2018, the Scottish Government has lead policy responsibility for CLD, youth work, adult learning, English for speakers of other languages, and adult literacies, providing advice to Scottish Government Ministers and working with stakeholders to develop and implement policy for CLD. The Education Scotland CLD officers work closely with Scottish Government policy colleagues and are involved in key work with stakeholders developing the new Youth Work and Adult Learning Strategies.
