HM Inspectors conduct periodic external review of Modern Apprenticeships (MA). External reviews build on past quality assurance arrangements. Reporting is in line with the principles of inspection and review. Inspectors will work with providers and stakeholders to:

• provide quality assurance to Scottish Ministers, the public, and other stakeholders
• support providers to use effective quality improvement and enhancement approaches
• consider the impact of each provider’s own quality assurance and enhancement approaches
• involve Associate Assessors (AAs) as peers in contributing to external reviews
• apply approaches that are responsive to the needs of apprentices, staff, and stakeholders
• minimise the need for providers to produce additional documentation
• consider the views of apprentices, staff, and stakeholders when assessing performance
• apply proportionate approaches to allocate time and resources where they are most needed
• provide constructive and detailed feedback
• promote capacity building within and between institutions and their stakeholders
• complement internal review, self-assessment procedures, and Skills Development Scotland (SDS) monitoring arrangements.
