Education Scotland is changing
Scotland’s education system is being reformed to improve outcomes for learners of all ages, while ensuring that those delivering education in settings, schools and colleges are better supported.
The Education (Scotland) Bill was passed by the Scottish Parliament on 25 June 2025. This legislation drew on recommendations from Professor Ken Muir’s 'Putting Learners at the Centre’ report, published in March 2022.
The Bill established His Majesty’s Inspectorate of Education in Scotland (HMIE) by removing the inspection function from Education Scotland.
Education Scotland will now become a curriculum focused organisation, centring on design, delivery and ongoing improvement of the curriculum that is taught in schools and settings across the country.
We will also have an important role in supporting a thriving professional learning sector through a national framework and will build on the existing and well-regarded national leadership professional learning programmes.
Graeme Logan, Interim Chief Executive of Education Scotland, said:

My vision is that this clearer focus for the agency will enable us to continue working on the curriculum improvement cycle, and produce high quality curriculum resources. I am keen to engage with colleagues, stakeholders and partners on what this new curriculum focus can achieve and how it can improve support for teachers and other practitioners, and improve learning outcomes. I am also keen to continue with the reform of the agency at pace, and move to our new ways of working.”
